Родился 30 ноября 1956 года в Лондоне.
Изучал историю и политологию в университете Эксетера.
В кино дебютировал в 1987 году в фильме "Business as Usual". В 1990 году Стивен сыграл роль Горацио в экранизации трагедии Шекспира «Гамлет».
Кроме кино, актер занят также в театральных и бродвейских постановках. Обладатель нескольких театральных премий как лучший актер.
